ANY and ALL in Tokens

So as one of the cleanup items I'd like to do as I'm swapping out token code in 5.15 is to clean up the "ANY"/"ALL" confusion. It would really be nice to be consistent and only use one of those items (because it makes unparsing a LOT easier)

The question is: Which should we be using?

Just keep in mind that there are multiple types of tokens:

Primary tokens, e.g. Deity's DOMAINS CHOOSE tokens PRExxx tokens

It would be really nice to have all of those the same.
